Should the US pay reparations to Baghdad?

If anything they should be thanking us. If we hadn't gone in they'd still be living under a repressive regime controlled by Saddam. Sure, their country is in shambles now but overall it's better than living in fear of being tortured by the government and unable to speak out against it because of the threat to your life.
