HOW DO YOU ATTACH A VALANCE ROD TO A TRAVERSE ROD?

They usually come built together with the valence outside the traverse on the sides as well as the front and mounted off of one plate against the wall. Perhaps you can simply mount a single valence separately.......of course it will have to mount to the wall and thus have arms back to the wall and extend outward far enough to get over the curtains and traverse rod. If you are thinking just a straight rod as a valence...isn't going to work
